为更好的保护生物多样性、促进人与自然和谐共生,环保民间组织与各生物多样性保护利益相关方,就支持即将发布的《2020年后全球生物多样性框架》、落实《2030年可持续发展议程》,在中国昆明举行的联合国《生物多样性公约》第十五次缔约大会非政府组织平行论坛期间达成以下共识:
1、认识到生物多样性是地球几十亿年演化的结果,为人类提供赖以生存的自然环境、为生产生活提供了不可或缺的保障与支撑。
2、认识到由于人类的活动,目前生物多样性遭到了前所未有的破坏。将生物多样性保护工作纳入到经济与社会发展的进程当中,实现生物多样性保护的主流化,既是当前全人类面临的重大挑战,更是一项战略任务。
3、强调环保民间组织应着力加强生物多样性保护方面的社会宣传, 引导公众践行有利于生物多样性保护的可持续生活方式。
4、强调环保民间组织应注重生物多样性保护全球伙伴关系的搭建,加强国际合作、促进信息与经验共享,如基于自然的解决方案、生态保护红线制度等。
5、强调应保障原住民、地方社区等与生物多样性保护关系最为密切的群体的利益,尊重其传统习俗、需求、本土知识与文化习惯,鼓励其发声并与之建立合作。
6、鼓励专注于生物多样性议题的环保民间组织,积极开发保护生物多样性的工具和解决方案,遏制珍稀濒危物种丧失和生态系统退化;同时开展物种监测和社区保护行动,为生物多样性科学研究和管理决策提供在地数据支撑。
7、鼓励从事可持续能源、污染防治以及其他综合性环境议题的环保民间组织,充分考虑自身业务与生物多样性保护的协同增效作用,包括关注能源基础设施建设对生态系统和物种的影响、减少各类污染物进入自然生态系统、实施基于自然的气候解决方案等。
8、鼓励私营部门加强与环保民间组织的合作,积极评估自身业务对生物多样性的影响,推行绿色供应链管理,并通过引入绿色产品认证和生态标签引导消费选择。
9、鼓励投资机构充分运用绿色金融与ESG体系,主动分享环保民间组织所收集的生物多样性相关数据和调研报告,做好投资时的生物多样性影响评估工作,并通过创新投融资手段加大投资基于自然解决方案的力度。
10、欢迎政府部门在生物多样性保护政策制定和实施过程中,广泛听取环保民间组织意见,完善有益于生物多样性保护的激励机制,同时为环保民间组织提供能力建设与资金支持的机会。
11、欢迎科研机构开展生物多样性和生态系统服务的价值评估和现状研究,为各利益相关方提供决策和行动的科学依据。
12、欢迎媒体和公众人物加强与环保民间组织的联动,通过自身影响力和多元的表现形式,积极传播生物多样性保护相关内容。
In order to better protect biodiversity and promote the harmonious coexistence of human and nature, environmental non-governmental organizations and stakeholders relevant to biodiversity conservation reach on the following consensus during the NGO Parallel Forum of the Fifteenth Conference of the United Nations Convention on Biological Diversity held in Kunming, China, supporting for the upcoming “Post-2020 Global Biodiversity Framework” and the implementation of “2030 Agenda for Sustainable Development”.
1. Recognize that biodiversity is the result of evolution of the earth for the past billions of years, providing human beings with a natural environment for survival and indispensable guarantee and support for production and life.
2. Recognize that due to human activities, biodiversity has been unprecedentedly damaged. Incorporating biodiversity protection into the process of economic and social development and realizing the mainstreaming of biodiversity protection is one major challenge as well as one strategic task for all human beings.
3. Emphasize that environmental non-governmental organizations should focus on strengthening social publicity on biodiversity protection, in order to guide the public to practice sustainable lifestyles that are conducive to biodiversity conservation.
4. Emphasize that environmental non-governmental organizations should focus on the establishment of a global partnership for biodiversity conservation, strengthen international cooperation, and promote the sharing of information and experience, such as nature-based solutions and ecological red line systems.
5. Emphasize that the interests of indigenous peoples, local communities and other groups which most closely tied to biodiversity conservation should be well protected. Meanwhile, their traditional customs, needs, local knowledge, and cultural habits should be respected, and environmental non-governmental organizations are supposed to encourage them to speak out and establish long-term cooperation with them.
6. Encourage environmental non-governmental organizations focusing on biodiversity issues to actively develop tools and solutions for biodiversity conservation, mitigate and restrain the loss of rare and endangered species and ecosystem degradation. At the same time, environmental non-governmental organizations are expected to take actions on species monitoring and community based conservation, providing local data support for scientific research on biodiversity and decision-making in conservation management.
7. Encourage environmental non-governmental organizations which focus on sustainable energy, pollution prevention, and other comprehensive environmental issues to fully consider the synergistic interaction between their core working area and biodiversity conservation. These could include but not be limited to paying more attention to the impact of energy infrastructure construction on ecosystems and species, reducing the entry of various pollutants into natural ecosystems, and implementing nature-based climate solutions,etc.
8. Encourage private sectors to strengthen cooperation with environmental non-governmental organizations, proactively assess the impact of their business on biodiversity, promote green supply chain management, and guide consumption choices through the introduction and application of green product certification and eco-labeling.
9. Encourage investment institutions to adapt to and make full use of the green finance and ESG system, take the initiative to share biodiversity-related data and research reports needed by environmental non-governmental organizations, conduct the assessment of biodiversity impacts during the investment process, and increase the investment on nature-based solutions through innovative investment and financing methods.
10. Governments are welcomed to listen to the opinions from environmental non-governmental organizations in the process of developing and implementing biodiversity conservation policies, improve the incentive mechanism beneficial to biodiversity conservation, and provide environmental non-governmental organizations with opportunities for capacity building and financial support.
11. Research institutions are welcomed to conduct value assessment and status analysis on biodiversity and ecosystem services, so as to provide a scientific basis for all stakeholders to make decisions and take actions.
12. The media and opinion leaders are welcomed to strengthen their interactions with environmental non-governmental organizations, and actively disseminate content related to biodiversity conservation through their own influence and by diverse forms of expression.
